The significance of the chapter's title is that because of the lack of beauty and resources in the school distracts the students from learning. Not having enough resources or space in schools can negatively impact student's desire to learn or even their ability to learn. Some schools do not have enough desks or chairs, causing students to think negatively and not focus on the lesson they are being taught.

Lack of resources effects the desire to learn in students. Also the lack of opportunities in the school serves as a discouragement.
